a term the police used in the 1950's when referring to homeless,drug addicts,homosexuals and mexicans..
just because it is not PC to use those terms today does not mean that
a segment of the population is not really considered "population" at all
and because of this ,certain rules are bent for industries who need human subjects to "try things out on"
